Visa Application through accredited agencies

 

As the result of an overall review of visa application procedures, it is decided that all visa applications except case indicated in 2 below must be at the Consulate-General of Japan at Manila through the agencies accredited by the Consulate-General,  effective 30th of July, 2007. From the date onward, the Consulate-General of Japan at Manila, as well as the Consular offices in Cebu and Davao, will no longer accept direct visa applications by applicants, except cases indicated in 2 below. (However, there may be cases where applicants will be requested to appear I person for an interview to the designated consulate or consular offices.)

  1. Agencies filed through accredited agencies

 

        Effective 30th of July, 2007, visa applications at the Consulate-

        General of Japan at Manila must be made through agencies

        accredited by the Consulate-General. All applications through

        these accredited agencies will be accepted at the Consulate-

        General of Japan at Manila.

 

  1. 2.       Exceptions for application through accredited agencies

 

Direct application may be accepted at the Consulate-General at Manila, Consular offices in Cebu and Davao for the following specific cases:

 

        1. Diplomatic or Official visas

        2. Visas for invitees by the Japanese government organization/

            institution, independent administrative agencies of Japan

        3. Visas for invites of Japan local governments or national/ municipal educational institutions of       Japan to participate in educational/cultural exchange programs and youth exchange programs

        4. Visas for scholarship awardees sponsored by the government

            of Japan

        5. Visas for commercial purpose of employees of joint venture

            company or a branch office of a Japanese enterprise listed in

            the Japanese Stocks Exchange or a member of the Japanese

            Chamber of Commerce and Industry in the Philippines.

        6. For cases requiring humanitarian consideration such as

            Serious illness of relative in Japan. (These include cases wherein the applicant has custody by the  biological child of a Japanese national and the purpose is to raise that child in Japan in himself/ herself)

        

            Note: The existing registered agencies of the Consulate Office

            in Manila for entertainer visas and Nikkeijin applications will

            retain their accreditation. For Nikkeijin (Japanese descendants

            born before the end of World War II) who have a Certificate of

            Eligibility, the Consulate-General at Manila, Consular Offices

            in Cebu and Davao will continue to accept applications filed

            directly by these applicants.

 

  1. 3.       APPLICATION PROCEDURE

 

     (1) Applications filed through accredited agencies

          Applications will be accepted from 8:40 to 9:40 a.m. weekdays

          except for Wednesdays. After accepting the application, a receipt

          stating the verification date will be issued to the accredited agencies.

 

          If the examination of an application is not completed by the

          verification date, the additional required documents or reasons for

          the delay in processing will be noted in the receipt. If you wish to

          know the status of your application, please inquire with the

          accredited agency.

 

     (2) Applications not filed through accredited agencies

          For cases indicated in 1 (1) to (4) above, the application procedures

          are as follows.

 

     • Consulate-General at Manila

 

       Applications will be accepted from 8:40 a.m. weekdays except

       for Wednesdays. Please obtain a numbered ticket for “Visa

       Application” from the ticket machine located at the gate of

       the embassy. The ticket machine will be available from 8:30 to 11:00 a.m.

       A receipt stating the verification date will be issued for

       accepted applications.

 

       (note: The verification date is not the date when your visa will be issued.)

 

     • Consular Offices in Cebu and Davao

 

       Applications are accepted weekdays from 8:40 a.m. to 12:30

       p.m. After an application is accepted, applicant will be

       contacted by telephone, etc. on when to report at the

       consular offices.

 

 

        For the case of 1 (5), applicants are advised to directly consult

       the Consulate-General or nearest consular office.

 

  1. Accredited Agencies

 

Please refer to the attached list of accredited agencies. Among the 6 agencies, only 5 agencies (Category A) can accepts all kinds of applications. (Category B) cannot accept applications with documents written in Japanese (koseki tohon / family registration, juminhyo / residence certificate, invitation letter written in Japanese, etc.)

 

However, application with Certificate of Eligibility can be accepted by any of the agencies.

 

Note: a handling fee will be collected by the agents in accordance with the fees set by each agent. Then embassy does not meddle with the handling fees being charged by the accredited agencies.

 

TOURIST / VISIT FRIENDS or DISTANT RELATIVES

 

    • Purpose of going to Japan is on package tour/ exhibition/ visit friends / distant relatives (cousins or further relatives) (In case the applicant is applying together with another individual who has a relative in Japan (up to the third degree of relationship), follow the requirements ofr “visiting relatives”.)

 

    REQUIREMENTS

 

         All documents must be original unless otherwise stated.

             (Nationwide) issued within one (1) year (In case of non-record, you

             must submit certificate of non-record together with the one from Local

Otherwise application will be terminated. Documents submitted for application will not be return. Applicants can get information from accredited agencies when his/her application is pending. When visa is granted, VISA FEE is gratis for this category. (Philippine passport holder) When visa is not granted, the reason of denial will not be disclosed. Applicants may apply again after six (6) months with the same purpose, unless there are emergency / humanitarian reasons, or application for different purpose.

VISIT RELATIVES

 

 Purpose of going to Japan is to visit relatives (parents, sisters,/brothers, or aunts/uncles nieces/nephews)[Spouse of a Japanese who wants to live together with husband should have Certificate of Eligibility.]

      Spouse (Family) of a Japanese (Japanese who live in the Philippines

      with a long term visa status) who visit Japan Temporarily

     

      This requirement list is also applicable for Spouse or Family of a Japanese

      who registers “Zairyu Todoke” to the Embassy of Japan in the Philippines.

      If the Japanese spouse is living in Japan, this requirement list is not

      applicable In that case, please prepare documents listed on “Visit Relatives.”

VISA FOR TRANSIT

 

Purpose of going to Japan is to stop by or make a short visit on the way to/from other country(ies)

 

Your Airline company may apply for shore pass for your convenience if you do not have a transit visa.

 

However, you need to obtain this visa unless you have special and valid reasons.

Please read carefully and bring the proof that you are eligible.

 

  1. A company executive or manager, or a company employee who has been working full- time for at least one (1) year in any of the following (including IT engineer)
  • A Public (Government)( Enterprise
  • A private enterprise which is listed on the stock exchange (either PSE or foreign stock exchange)
  • A private enterprise which is based in Japan or has office in Japan, and also a member of Japanese chamber of Commerce and Industry in the Philippines
  • A joint venture company, a subsidiary company or a branch office of a Japanese enterprise which is listed on the Japanese stock exchange
  • A private enterprise with constant business transactions with a Japanese enterprise which is listed on the Japanese stock exchange
  • Among the “Top 1,000 Philippine corporations in terms of gross revenue”
  1. An artist (Fine Art, Literary Art, Music, Stage Play, Dance), or a specialist in humanities (Literature, Law, Economics), or a scientist (Technology, Medicine, etc.) who is internationally well known or has relevant accomplishments.
  2. An amateur sports player, nationally well known or has relevant accomplishments
  3. A full time professor, assistant professor or lecturer of a university college
  4. An executive or director of a national or public research institution or a museum
  5. A senator, Congressman, Governor/Vice- Governor of a Province, City Mayor, Bishop of the Roman catholic Church, Medical Doctor, Lawyer or Certified Public Accountant
  • (if a multiple-entry visa is granted, it is valid for five (5) years for “I” and one (1) year for “II to “VI” above

  1. Photos must be pasted to the designated portions of the visa application forms. Photos that have been stapled to the application forms WILL NOT BE ACCEPTED.

 

  1. Photos must be the proper size. Submitted photos of a size not confirming to the size requirements listed in the Embassy of Japan’s visa application guidelines WILL NOT BE ACCEPTED.

 

  1. Applicants are reminded; only photos that meet all Embassy requirements are to be submitted. Please refer to the STANDARDIZED and NON-STANDARDIZED photo examples.

“STANDARDIZED” (ACCEPTABLE) PHOTOS

 

  1. The applicant is to appear alone and he/she must be facing forward.
  2. The photos must be taken no more than 6 months prior to submission.
  3. The photos must not be bordered and must conform to the size specifications.
  4. Photos in which the applicant is wearing headbands, caps, etc. will not be accepted.
  5. Photos with b backgrounds that are not plain and white (free objects, designs and shading) will not be accepted.
